Having been raised by immigrant parents, Bilal was born and raised in Toronto, Canada. He is a Paralegal and a Registered Canadian Immigration Consultant (RCIC), graduating from Toronto Herzing College. He is a member of the Law Society of Ontario (LSO)/Upper Canada (LSUC) and College of Immigration and Citizenship Consultants (CICC). Bilal was also the immigration law module college instructor at Toronto Herzing College. He is also a commissioner for affidavits and notary public.
